Chemtrails or Geoingenieering

How a discrediting tactic blocks legitimate public debate

Geoengineering – the technical modification of the atmosphere, weather and climate – is a documented, state-funded and internationally regulated field. Yet it remains virtually absent from public debate in Slovakia. The reason is paradoxically simple: anyone who raises it gets labelled ‘chemtrails’.

 

 

1. The Discrediting Mechanism

The mechanism operates in three steps:

1) Legitimisation: Geoengineering is a real field – Oxford Geoengineering Programme, Carnegie Climate Governance Initiative, NOAA, Harvard SCoPEx. All are public, funded, and peer-reviewed.

2) Label / ‘Chemtrails’: Shifts debate away from measurable data (Ba, Al, Sr in precipitation, SAI programmes) toward claims that cannot be verified.

3) Closure of debate: Enables a dishonest or manipulated academic and media establishment to ignore the entire issue with a dismissive reference to ‘chemtrail conspiracy theories’. The burden of proof shifts to the citizen, not to whoever is modifying the atmosphere.

 

2. Comprehensive Comparison: Weather Modification, Geoengineering and Chemtrails

To unblock public debate, it is essential to distinguish strictly between three entirely different categories: local weather modification practice, global scientific proposals for climate modification, and unverified conspiracy theories. Their conflation serves as the primary instrument of censorship on this important topic.

Conclusion from the table: the problem is not the existence of weather modification – that is beyond dispute. The problem is the absence of transparency, consent and regulation at the national level.

France and Switzerland – cloud seeding funded by insurers

The French organisation ANELFA has operated a hail suppression programme since 1952 – continuously to this day.

ScienceDirect – Hail prevention by ground-based silver iodide generators (2015)

Swiss insurer Baloise operated a cloud seeding Cessna for 6 years – 30 to 40 flights annually over the Jura mountains and Lake Constance. The programme was halted in 2024 due to cost-ineffectiveness, not safety concerns.

UK – Project Cumulus (Operation Witch Doctor)

The RAF conducted cloud seeding experiments from 1949 to 1955. Documents were classified for 50 years and declassified only in 2001 – following investigations by The Guardian and BBC Radio 4.

Declassified Air Ministry records from 1953 confirm that operations took place from 4 to 15 August 1952 – immediately before the catastrophic flood in Lynmouth, Devon, which killed 35 people. Direct causal connection was never officially confirmed, but the programme was immediately and permanently suspended following the disaster.

Military purpose: Air Ministry documents from November 1953 cite potential applications including impeding enemy advances through induced precipitation and intensifying storms for the dispersal of contaminants.

Operation Popeye – Vietnam (1967-1972)

A covert US military programme aimed at artificially extending the monsoon season over the Ho Chi Minh Trail in Laos and Vietnam. Objective: to turn supply routes into impassable mud.

Scale: 2,600+ cloud seeding missions, 11,000+ chemical canisters deployed in 1971 alone. The programme was directed by Kissinger and the CIA – outside standard military channels. Defence Secretary Melvin Laird was unaware of it.

Declassification: investigative journalist Jack Anderson exposed the programme in 1971. Senate hearings in 1974 forced full declassification. The result was the ENMOD Convention (1977/1978) – an international ban on the military use of environmental modification.

China

China employs around 35,000 people in weather modification – the world’s largest programme. A national plan from 2020 envisages coverage of 5.5 million square kilometres by 2025, using aircraft fleets, rocket artillery and AI systems. Cambridge researchers find that China’s programmes do not meet international legal obligations to minimise cross-border environmental impacts.

 

Saudi Arabia

Saudi Arabia operates a Regional National Cloud Seeding Programme including aerial operations over Mecca and the Holy Sites. Results were presented at the international ‘Rainmakers’ conference.

 

4. Existing International Framework

European Convention on Human Rights (ECHR)

The Council of Europe is discussing the direct enshrinement of the right to a healthy environment in the ECHR through an additional protocol. Proposed wording for the Slovak delegation / NGO lobbying:

“Everyone has the right to a healthy, clean and stable natural environment, including the atmosphere. States are obliged to refrain from any intervention in the atmosphere without prior informed consent of the population and without a transparent scientific and legal process. Cross-border interventions are subject to international notification and the precautionary principle.”

ECHR precedent 2024: The ECtHR in KlimaSeniorinnen v. Switzerland held that states must establish a legislative and administrative framework to protect human health and life under Article 8 ECHR. The right to a clean, healthy and sustainable environment is not yet directly enshrined in the ECHR – the ECtHR currently protects it only indirectly.

The European Commission’s Group of Chief Scientific Advisors issued a report (December 2024) recommending a moratorium on solar geoengineering (SAI – Stratospheric Aerosol Injection) and the creation of a global governance system. It simultaneously warns that the technologies ‘could have negative impacts on ecosystems, alter precipitation patterns and threaten food production’.

Paradox: The ESA simultaneously funds the ACtIon4Cooling project (DLR + National Observatory of Athens), which develops monitoring capacities for SAI, Marine Cloud Brightening and Cirrus Cloud Thinning. Politicians want a moratorium; agencies are building the infrastructure.

 

UN Human Rights Council Resolution

The UN Special Rapporteur on the right to a healthy environment has identified geoengineering as a threat to climate security:

“Any technical modification of the atmosphere, weather or solar radiation constitutes an interference with the right to a healthy environment under Resolution 76/300 and may give rise to a violation of the right to life (Art. 6 ICCPR) and the right to health (Art. 12 ICESCR), where it proceeds without the informed consent of the affected population.”

The Human Rights Council Advisory Committee report (2023) warns that SAI ‘has the potential to affect everyone without distinction’ and could adversely affect the human rights of ‘millions, or perhaps billions, of people’.

 

CBD – Convention on Biological Diversity

Adopted in 1992 at the Earth Summit in Rio, in force since 1993. Slovakia is a party. Administered by the UN Secretariat in Montreal; conferences of the parties are known as COP (Conference of the Parties).

CBD COP 10 (Nagoya, 2010) adopted Decision X/33, containing a de facto moratorium on geoengineering: no climate modification activities may proceed without a scientific basis and without assessment of biodiversity impacts.

CBD COP 16 (Cali, 2024) – moratorium confirmed.

Slovakia is bound by both decisions – without having informed the public or implemented any national framework.

 

5. Proposed National Legislation

 

Constitution of the Slovak Republic – amendment to Art. 44

Current Art. 44(1):

“Everyone has the right to a favourable environment.”

Proposed addition of a new paragraph:

“No person may, without prior public consultation, informed consent of the population and statutory authorisation, intervene in the composition of the atmosphere, modify the weather or by artificial means alter the intensity of solar radiation reaching the territory of the Slovak Republic. The law shall lay down the conditions under which such activity may be carried out by the state or by an entity authorised by it.”

 

Implementing Act (pursuant to the Constitution of the Slovak Republic)

“It is prohibited on the territory of the Slovak Republic to carry out activities of deliberate technical modification of the weather and climate, including the artificial inducement or suppression of precipitation (cloud seeding) and solar geoengineering, without the prior express authorisation of the National Council of the Slovak Republic, an environmental impact assessment (EIA) and the informed consent of the population expressed through direct consultation. Violation of this prohibition gives rise to administrative and criminal liability. This prohibition does not apply to standard meteorological research and measurement not aimed at altering the physical properties of the atmosphere.”

 

Inspiration: the Florida model – legislative self-defence

Florida SB 56 (2025) prohibits ‘weather modification activities’ without the explicit consent of the state. The law uses precisely this legal language – not ‘chemtrails’, not vague formulations. It is a direct response to the international practice of states modifying the atmosphere without consultation with neighbours or residents.

 

6. Conclusion: Terminology as a Political Choice

The legally anchored terms are: ‘geoengineering’, ‘weather modification’, ‘stratospheric aerosol injection’. These terms are used by governments, international treaties and scientific institutions. That is precisely why they carry weight in legal and political debate.

‘Chemtrails’ as a label does not fulfil an informational function – it fulfils the function of closing debate. It works on local, acknowledged programmes just as effectively as on hypothetical global scenarios.

Constitutional protection of clean air is not a conspiracy demand. It is the logical consequence of existing international obligations (CBD, ENMOD, ECHR Art. 8) applied to the documented and growing practice of states.

Florida understood this. When will we?
